Sir Julius Vogel resumed the debate on Major Atkinson's amendment, and said that littl« of the latter’s speech Had anything to do with the real object of the amendment, or with the financial proposals of the Government. He main-, twined that the absolute deficit was only £92,000. He contended that a number of reHl savings had been made on salaries, etc. He detailed at length the savings effected this year as compared with pie-, vioii* years, principally in the Treasury, Native, and other .Departments. Retorting to Mr Montgomery’s speech nf ( ihe previous night, he said it was one against progress, and it was an open question whether Akaroa should be represented by, a gentleman so opposed to the hist interests of the colony: The reductions in the Civil Service had been made'with great regret, and after careful consideration the Government came to the conclusion that it was the most considerate course to adopt to make temporary reductions. Thera was nothing to justify voting for the amendment, as’all the Government bad done was to raise the duties to what they bad been before. ;He defended the special settlement scheme;and, as to the Government in regard to the Property Tax, he defaied that they would create distrust, and jsaid that no difficulty would arise from'the modifications suggested by the Govern-* rnent. When addressing his constituents tliH Member ifor Egmont : said thai the revision of the tariff wa's necessary, yet he now moved an amendment that Would shut out such action. He dweltat length on the question of 'Protection vemf* Freetrade. and argued that the carrying of the amendment would build up misery; A number of men were being' driven out of the colony through neglect togive jiome protec'ion to industries. He claimed that the Govornui'-ht had aococdpliahell as much as could be expected of them in the period sinoo they took office, and 'he enumerated several important meafeures which hud been passed during their administration. The Government bad also pacified, the. Nntiyes, and initiated the North Island Trunk Railway. Referring tothe Representation Bill, be said {that the experience of this session had shown them it could not have beeoipassed lasi year owing to difficulties as to the 1 percentage of population of esuotry districts. He considered it the duty of the Member for Egmont, when moving the amendment, to have propounded a policy and to have enlightened the country as to his own opinion, but nothing of the kind hadjbeen done, and he could not see for what reason the amendment had been brought down. Messrs Ormond, Seddon, Wi Katene, Scobie, McKenzie, Menteath, Pearson, and Cowan having spoken The Speaker put the question, and the second rending of the Bill was rejected by 42 to 38.
