ENGLISH AND FOREIGN. London, May 28.! The German Sugar Bounties Bill lifts been introduced in tbe Reichstag. It will be strongly opposed, though it is expected that it will not be defeated. An attempt will be made to reduce tbe bounties. An article published in the Figaro by General Le Flo slates that in 1874 Germany was only prevented from attacking France by the intervention of Russia. The Royal Commission appointed to enquire into the method in vogue of making and testing defensive weapons have furnished, their report. They declare that the system is radicallyfaulty, but that the charges of corruption against officials are unfounded. Wholesale defects in the construction of the weapons were proved to exist;; also, there had been incessant blundering, and gross waits of public money. The weapons which had been adopted: by the Government were found to be practically useless. The Commission-recom-mend the appointment of a technical supervisor to act in conjunction with a Board of Advice. The Pope has published a letter in which he refers to tbs strained relations between the Vatican and Italy. His Hodness expressed an earnest desire for reconciliation, and maintains that personal liberty would not injure Italy, while it would greatly contribute to the prosperity of the Papacy. The report of the • SeletSt Committee appointed to enquire into the charges of corruption against the Corporation of London shows. that nearly £20,000 were in. efforts tovmisiead Parliament as to the state of - public feeling respecting the City of' London Local Government Bill. Mr Bradlaugh has given notice of motion condemning the Corporation: for' being gnilty of such gross corruption';, also that their conduct deserves the severest reprobation. The issue of 30,000 shares in the Mount Leyston Gold Mining Company, Charters Towers, Queensland, has been subscribed for. Bishop Barry, of Sydney, returns via San Francisco at the end of July. Sir J. S. Dodda, of Tasmania, is a passenger by the P. and O. steamer Carthage. Lord Rosebery will probsbly accept the position of Acting President to the Melbourne Centennial Exhibition Commission. It is expected that the cargo of the ship Darling Downs, which sank after being in collision below the Nore, will be recovered. May 26. Sailed— Wairarapa, for the Bluff, Charles Forwood, solicitor, of Wellington, was arrested to-day on a charged of larceny as a bailee in New Zealand, Mr GiUies, the Premier, replying to a deputation, stated that in case of actions being brought against Borough Councils for having expended municipal funds in connection with the celebration of the Queen’s Jubilee,’.the Government would introduce a Bill indemnifying the Qoimoilp,
The enquiry regarding the Windsor railway accident was resumed to-day. The examination of Gedge, the Prahrau stationmaster, Was concluded. His evidence shows jibat he was unable to arrange his staff-ias be wished, owing to the interference of his superiors. Blackburn, a youth who bad charge tbe signals at was also examined. On the 20th June a naval and military review will take place, to be followed in the evening by a naval and military tournament in tbe Exhibition buildinga. On tbe 2lst the Governor holds a levee, and the Mayor of Melbourne gives a luncheo* at tbe Town Hall ; the city to be illuminated in the evening. On the 22nd the Governor will give a fancy dress ball, to which 8000 people will be invited. The celebration will conclude with a State concert in the Exhibition building on the 23rd.
