ENGLISH AND FOREIGN. London, March 22. Protests against being excluded from the Imperial Conference continue to be received from the Crown colonies. The inhabitants of Jamaica protested against being excluded from sending a delegate. The Rev. Cameron Lee leaves on April 14th, He temporarily fills the pulpit of Scots Church at Melbourne, The Board of Trade enquiry into the circumstances connected with the collision between the Kapunda and the Ada Meimore shows that Cotterell, the chief officer of the Kapunda put the helm down, end the action of the latter was the cause of the collision. The statements that the Kapunda sank immediately after she was struck, that the female passengers were locked in their berths, and that the Ada Meimore bad no lights, were confirmed.
The French Government has dissolved the Marseilles Council.
An influential deputation, consisting of 100 Tory members, waited on Mr Goscben, asking him, in view of the depression in farming interests, to make provision in the forthcoming Budget for granting relief to those following agricultural pursuits. In reply, Mr Goschen said it was his opinion that the time bad arrived when it was desirable to review the incidence of taxation generally throughout the United Kingdom, not with the object of remitting any of the taxes, but with a view of bringing about redistribution, so that personal property should be made to contribute more than at present, and be considered there should also be a change made in local taxation.

The foundation stone of the new Law Courts to be erected at Birmingham was formally laid to-day by the Queen. The proceedings passed off with great eclat , and boundless enthusiasm was displayed by the townspeople.
It is announced that the Colonial Office proposes ta give a banquet on the 23rd April next (Bt. George’s Day), to which the Knights and Companions of St. Michael and St. George s will be invited. The Prince of Wales the Duke of Cambridge will be present.
Tenders for the loan for the; city of Sydney (£333,000) were opened today, and were found to amount to ±523,000. Tenders at £101; 3s will receive 38 per cent.; above that in full. The news from Afghanistan is watched with considerable anxiety. It is reported on good authority that Russian emissaries are displaying considerable activity in Cabul and other parts, of the country. Their object is suspected to be to foment a rising.

AUSTRALIAN CABLE. Melbourne, March 23. Lord Deerhurst has resigned his ap. poiutment as aide-de-camp to Sir Henry Loch. At a further conference of the representatives of the different Municipalities in Yictoriaj held in Melbourne to-day, for the purpose of discussing the most appropriate manner of celebrating the Queen’s Jubilee, it was decided to communicate with the colonies, and, ask if they would join in presenting Her Majesty with a crown made of colonial gold, studded with 50 diamonds to represent the years ot her reign.

Dunn’s flour mill at Port Adelaide was destroyed by fire last night. The loss g mounts to £IO,OOO, which is covered by insurance. The risks held by the New Zealand Companies are as follow :—New Zealand, £1500; South British, £IOOO ; Equitable, £SOO ; Union, £SOO.
