THE SITUATION IN EUROPE.

St. Petersburg, March 20. Wholesale arrests of persons implicated in the late plot against the life of the Czar continue to bn made in this city. It is rumored that several officers have been secretly executed, . London, March 20. Germany, Austria, and Italy have agreed that the peculiar interests ot each shall be protected by all, Italy having agreed to assist Austria. It is considered that the effect will be to paralyse Russia, and leave France at the mercy of Germany. It is reported that Austria and Russia have each 300,000 troops massed in the vicinity of the Galician frontier. March 22. The suggestion to consider the question of a general disarmament of all the European Powers, in order to relieve the terrible strain which Europe at present is laboring under, is meeting with much favor, It was recently urged that the Pope should call a Congress on the subject. Turkey has now uki-n the mailer np, and her representatives in the various European capitals are sounding the Powers with a view to ascertaining whether the proposal would meet with their approval. The question of choosing an occupant for the throne of Bulgaria is apparently no nearer solution. Russia still favors the candidature of the Prince of Mingrelia, but, in accordance with the present policy of abstention from active interference, is not pressing his claims to the post. The Sobranjo is prepared to re-elect Prince Alexander. The Executive of the Nihilists have detailed 50 of the members to execute the Czar.
