THE SITUATION IN EUROPE.
London, March 13. Fourteen rebel sergeant have been shot at Rustehuk, The septennial clause of the German Army Bill has passed. The Nord Gazette states Russia is determined not to compromise her liberty of action by entering into any further engagements as to her course of action with regard to Bui-! garia. March 14. M. h araveloff and ot tiers arrested with him for conspirocy nave been released on bail in order to conciliate Russia. M. de U seeps has returned from his mission to Berlin. The Austrian Government are massing 70,000 troops in Lemberg, a city of Galicia. REPORTED ATTEMPT ON THE CZAR’S LIFE. London, March 14. The Standard to-day publishes a telegram from its St. Petersburg correspondent stating that an unsuccessful attempt has been made to assassinate the Ozar, No details have yet been received. Later, The statement published in to-day’s Standard that an attempt was made on the life of the Czar is officially denied in St. Petersburg. In the House of Commons a question was put to the Under-Secretary for Foreign Affairs regarding the report that an attempt had been made on the life of the Czar. In reply, Sir James Ferguson stated that the Government was informed from St. Petersburg that several persons had been arrested at different points along the route which was expected to be taken by the Czar yesterday when proceeding to the Cathedral of St. Peter and St. Paul to attend a requiem service for the late Emperor. His Majesty bad attended service without an attack being made on him.

Six of the persons who were arrested with bombs in their possession at different points of the route which it was supposed the Czar would take prove to be students.
