Berlin, March 11. M, ile Leßsepsi who arrived in this city on a special mission from the French Government, has been received at Court in the most flattering manner. The fact is regarded as indicating a probability of an amicable understanding between France and Germany. London, March 11. The French Chamber of Deputies bas imposed a tax of five francs per hundred kilos on foreign wheat. The Bulgarian difficulty appears to be no nearer settlement, negotiations being almost at a standstill. It is, however, again affirmed that Russia, for the present at least, will abstain from meddling in the affairs of that country. There has been a marked exchange of courtesies between the Russian and German Courts. The European outlook is improving.
