Sofia, March 1. News has jast arrived from Silistria, on the Danube, that the garrison of that town openly revolted, and declared itself against the Bulgarian Regency. The news has created great excitement. Later. Later advices from Silistria report that the garrison which revolted number several thousand men, and it is feared that the rising against tbe Regency will extend to Widdin. Troops are being despatched to Si istria from Varna and Shumla. AH town in the Danubian provinces have been declared in a state of siege, owing to the inadequacy of police recruits. Vienna, March 2. In a speech to the Austrian Delegation to-day, Count Kalnoky, the Premier, renewed his assurances as to the future intentions of Government. The measures, he declared, would be of a purely defensive character. London, March 3.

It is reported that the commander and only 300 of the garrison of Silistria rebelled, the rest remaining loyal. The commander has been arrested, and the insurgents disarmed. The impression prevails in Vienna that this rising is the first of a series of Russian attempts to manufacture an excuse for intervening in Bulgaria in the spring. Riaz Pasha was received in Sofia with welcome.

Except in Berlin, the second ballots of the disputed elections are favoring Governmenc.
