THE SITUATION IN EUROPE.
London, Feb. 24. It is alleged that a conspirocy to overthrow the Russian Government and to establish a Republic has beeu discovered at St. Petersburg. It has transpired that a number of European agents are largely purchasing horses in England for transhipment to various centres on the Continent. The Porte has refused to con'duuo negotiations with M. Zankoff.
The elections in Germany have secured Prince Bismarck a majority of 76. One hundred and eighty fiye members of the Reichstag are in favor of the Septeunate, and one hundred and eleven against.
The French Government are taking measures to restrain the inordinate jubilation of the Press over the Alsatian election. Feb. 25. The latest election returns show two huudred members in favor of the Septennate, exclusive of ninety members of the Centre. The Russian Press is violently attacking Germany. Fifty thousand cavalry are quartered in Poland and Lithuana. Fob. 27. The Governor of Odessa has issued a manifesto, in which ha encourages the tr-oops, though unarmed with repenting rifles, not to fear the enenay. It is reported that the Emperor William has said that the result of the elections hss assured peace. Austrian diplomatists declare that Germany and Austria have exhausted their endeavors to preserve peace with Russia. Russia is ferverishly preparing for war, and special steps are biingpursued in the fortification of Poland. The French Press are clamoring for a further increase in the army. Berlin, Feb. 24. The alliance between Germany, Italy, and Austria has been renewed. Feb. 26.
The Czar has signified his intention of not attending the festivities at Berlin on the 23rd March to celebrate the 90th birthday of the Emperor William. His reason for this is that the Emperor Francis Joseph of Austria will not be present. The Grand Duke Michael Alexandrovitch will represent the Czar. Archduke Randolph, Crown Prince of Austria, will represent the Emperor Francis Joseph.
Vienna, Feb. 24. The Reichstrath has unanimously voted credits for military purposes. Constantinople, Feb. 24.
Riaz Pasha lias been appointed to succeed Gabdan Effendi as Turkish Special Commissioner in Bulgaria. Feb. 26.
Riaz Pasha, the newly-appointed iurkish Commissioner in Bulgaria, accompanied by M, Urikoff, one of the members of the Bulgarian deputation, has left this city for Sofia. Two members of the deputation remain here to negotiate for a settlement of the Bulgarian difficulty. St. Peterbsurg, Feb. 25. The Novosti predicts that Europe is rapidly approaching a catastrophe.
