THE SITUATION IN EUROPE.
Constantinople, Feb. 21. The Bulgarian delegates have referred the proposals made by the Porte to the Bulgarian Government. The Turkish Government are anxious that a compromise shall be arrived at between the delegates and M. Zankoff. Sir Wm. White, British Ambassador, has enjoined the delegates to show tact and moderation in the negotiations with M. Zankoff, London, Feb. 21. The foreign policy of M. Tisza, President of the Hungarian Council of Ministers, has not undergone any change. Seventy-two thousand German reserves have been disbanded, Germany has made large grain purchases in America. In reply to a question, the Hon. E, Stanhope, Secretary for War, admitted that the recent purchases of horses in Canada was to provide for necessary requirements in the event of the army having to be mobilised. The Austrian Reichrath has voted 12,000,000 florins to equip the Landwehr aad Landsturn. The latter are voluntary levies made in time of war. Military Councils are being held daily. M. Tisza, President of the Hungarian Council, has announced that the object of the armaments is to prevent, not to provoke, war. Feb. 22, The elections to the German Reichstag commenced to-day in Berlin. Two Socialists were elected at Hamburg, and at Brecban Socialists were returned. Count Yon Moltke and Herr Kichter wore elected. Future elections will, it is believed, result in « formidable increase in the Socialists’ strength,
