THE SITUATION IN EUROPE.
Constantinople, Feb. 17. Negotiations between the Porte and the members of the Bulgarian delegation are still proceeding here, Ihe deputation had an interview to-day with the Herman Ambassador, at which M. de Radourilz informed the rrembers that if negotiating failed to bring about a settlement of the Bulgarian difficulty Russia would occupy Bulgaria, and Germany and Austria would assent to such a step. Feb. 18. Fresh proposals have been submitted by the Porte, with a view to a compromise being arrived at between the Bulgarian delegates and Zaukoff. St. Petersburg, Feb. 17. A semi-official statement has been published that the Russian Government is passive with regard to the Bu garian question, and is endeavoring to avert war between France and Germany. Berlin, Feb. 18. Intense excitement prevails throughout Gorman? with regard to the forthcoming Parliamentary elections. In the province of Alsace numerous political arrests have been made. London, Feb. 18. The French Government are making large purchases of horses in Spain and sheep in Germany. The Roumanian Senate has voted 30,000,000 francs towards armaments. • Feb. 19. English army agents are making large purchases of horses in the United States, Vienna, Feb. 19. fhe Austrian and Hungarian Parlia meats have unitedly voted credits for military purposes.
