Nov. 21. General Kaulbars has gone to Qon-j, stantinople, where he will confer M. Melikoff, the Russian Ambassador,' and will afterwards proceed to Petersburg. - . CrV London, N|pv. 22. Telegrams from Vienna state that Russia has declined to negotiate for a settlement of the Bulgarian difficulty until the Powers have procured the resignation of the Bulgarian Regents and a dissolution of the Sobranje. General Kaulbars left Bulgaria, very little notice being thkni of his departure, Germany has declined to give protection to nominal Russian subjects in Bulgaria.
