AN IMPORTANT SPEECH.

London, Not. 10. At a ministerial banquet in Guildhall last, night .Lord Salisbury discussed at length the political situation. Referring to affairs in Ireland the Premier declared that it was the duty of Her Majesty’s Government to execute the mandate of the electors, and that the integrity of the Empire should be preserved, and that law should be enforced in Ireland. With regard to the British occupatipn of Egypt, Lord Salisbury stated that the time for the wiihdrawal of the British troops would depend on the conclusion of their task. It 'would also be necessary to secure that country from foreign aggression and its independence of external control. He condemned the conspiracy which had resulted in the dethronement of Prince Alexander of Bulgaria, and the efforts which had been made by Russia to save the plotters from punishment by Europe.' He declared he perceived with regret the Russian trespasses on the rights of Bulgarians, and England would nut be backward in recognising her duty should the Powers decide to vindicate the execution of the Treaty of Berlin. Lord Salisbury stated that the policy of Austria with reference to affairs in the Balkan Peninsula would largely influence the policy of the British Government. He expressed belief that peace would he maintained, but it would be necessary for England to defend her interests whenever they were attacked. Later. The London Press applauds the utterances of the Marquis of Salisbury at the Lord Mayor’s banquet.
