THE EASTERN CRISIS.
Vienna, Oct. 5. The Austrian Government has instructed the Ambassador at St. Petersburg to complain to the Russian Government of the conduct of the Russian Agent, Kaulbars, in Bulgaria. The Journal de St. Petersburg, in an article to-day, speaks in ironical Terms of Lord Randolph Churchill’s solicitude for the people of the Balkan Peninsula, as expressed im His Lordship’s speech on Thursday last. The Journal hopes the people of the Balkan States will co-operate with the view of rescuing Bulgaria from the agitators who are abusing their present power to punish their political: opponents, and endeavor to secure a majority in the -National 'Assembly. Sofia, Oct. 6. The'garrison at Sbumla has enquired of the Bulgarian Government if they intend to' make war against Russia. Jhe Government denied having thought of such a pfbceeidng, and condemned the enquiry.' , General Kaulbars, who is touring through Bulgaria and Roumelia, has been coldly received in the provinces. Ile;::ordefed; the' military commandant at n Rusch'uk to release the prisoners implicated in ’the, deposition of Prince Alexander,! at the same time * offering him a reward for so doing. . He is endeavoring to by lavisb!y scattering roubles, and declares that the Sbumla and other : garrisons are siding with Russia. ‘ V : , London, Oct. 6. •It is announced that the British Government favor the proposal of Austria for a. conference of representa'lives of the-Powers to discuss the Bulgarian difficulty. The,;Austrian, Press commends the attitude of the German Press over the Bulgarian question, and condemns the ’action of General Kaulbars. It anticipates an Anglo-Austrian alliance. Lord Churchill’s visit to Berlin is believed to relate to the state of affairs in' Bulgaria. : King Milan of Servia is actively parleying with Austria. Oct. 7. The federation of the Bahkan States is considered 1 impossible, owing to the existence of local jealousies. It is believed that Lord Randolph Churchill/ is at present in Berlin incognito. ■
