Sofia, Oct. 3. . The Regency replying to the Russian ultimatum demanding the adjournment of the elections for the Grand Assembly and the release of the prisoners implicated in the arrest and deposition of Prince Alexander, have expressed their willingness to comply so far as the Bulgarian laws will permit. General Kaulbars, however, is not satisfied with this, and inbists on a more precise answer. Oct. 4. A mass meeting was held in this city to-day to protest against thn demands of Russia in regard to the future government of Bulgaria. General Kaulbars was present, and proceeded to harraague the meeting, but was shouted down, and he left the hall. Before doing so, he warned those present not to disregard the advice of Russia. Oct. 5.

General Kaulbars, who is at present on a tour through Bulgaria and )toumelia, has given formal notice that the elections tor the Grand Sobranome will be illegal. Vienna, Oct. 4.

The Austrian Government recently made a proposal to the other Powers for a conference to be held to arrive at a settlement of the • Bulgarian) difficulty. The German and Russian Governments have forthwith replied declining to agree to the proposed conference. London, ' Oct. 3.

The existence of a plot in which it had been arranged that General Kaulbars should overthrow the Bulgarian Regency has been betrayed. ' Oct. 5.

The speeches of M. Tiza and Lord Randolph Churchill have encouraged the Regency to stand firm.
