London Sept. 20. The Pall Mall Gazette, referring to the proposal of the Prince of Wales for the establishment of a permanent Colonial Institute,'expresses a hope that Institute will be managed by colonial delegate* instead of by trustees appointed by the Crown. It is opposed to the adoption of the South Kensington site. Sept. 21. Sir Dillon Bell has written a letter to the Times in which he urges that it is essential that England aod France should establish a recogaised authority in the New Hebrides, or otherwise there i» a danger of horrible crimes being committed. A report has been published that Mr Gladstone hat become a convert to the Roman Catholic religion. Mr Gladstone has, however, denied that there is any foundation for tbe statement. Sept. 23. Truth advocates the establishment of a permanent Colonial Institute as pnpoi-ed by the Prince".of Wales, provided that a •uitable site be chosen; that the exhibition "gang" be excluded from its control or management, and that proper accounts in connection with the present exhibition be furnished. A petition from trade societies in Sydney, against the policy of State-assisted emigration from England to tbe Australian colonies, haß been presented to the House of Gommoas by Mr Thomas Burt. . Mr Parnell, in a lecture which he has delivered on Ireland, strongly deprecated the extensive emigration that bad for some years been going on to tbe great injury of the nation. The RepubliqueFrancaise, in an article dealing with the French occupation of the New Hebrides, declareß that it ia impossible that France can evacuate the islands while the British man-of-war Albatross is engaged in burning Native villages. The sculling match between Beach and Boss resulted in an easy victory for the Australian. The official time was 23mins '••{foecs. Tine Daily Telegraph in an article on the torpedo armed navy, admits that the - Brennan torpedo is the best that has yet been devised. Tbe Admiralty are now engaged in building a small fleet of gunboats, specially designed for the purpose of enabling this torpedo to be effectively utilised. With reference to the proposal to re-, open the Exhibition, the Pall Mall Gazette objects to the Colonial Institute being saddled with the deficit which has been made in the current Exhibition,' and advises that recourse should be had to the guarantors for the payment of the deficiency . . .
