The Temuka Leader SATURDAY, SEPTEMBER 18, 1886. TEMUKA TOWN BOARD.
So far we have refrained from commenting on the actions of the Town Board, although we have often felt that they have not fulfilled the object for which they were chiefly called iulo existence. The greatest argument for bringing the town under the provisions of the Town Districts Act was that its sanitary condition was not what it ought to be, and that the Road Board had not sufficient power to do all that was necessary. It was principally because the people saw that some sanitary improvement was required that they favored separation from the Road Board, but though two years have since elapsed nothing has been done in that direction. A new Town Board has now been elected ; the season when sanitary improvement will be found necessary is fast approaching, and we trust that to suggest (he desirability of taking immediate steps in the direction indicated will not be taken amiss. We see no difficulty in the way. The first year the Board had over £54 more money than they found it necessary to spend ; and last year again they bad a surplus of over £154. Clearly this shows (hat they have more than they want by between £SO and £IOO a year. Under these circumstances we think that the Board can safely undertake a system of water supply which will meet the requirements of the town without any additional taxation, They can borrow money from the Government Insurance Association at a low rate of interest. We believe they can get it at 5 per cent, and if so they could pay interest on at least £IOOO with the surplus (hey have left every year after attending to all the requirements of the j town. They have sufficient money left over every year lo pay interest on at I least £IOOO, so that they can borrow V that sum without striking any higher rate than they have hitherto collected. We strongly advise them lo consider this point. We do not think they will require £IOOO to make vast improve- | raeuts in the town, much less would do . it, and as the money can be borrowed without deranging the finances of the Board, or increasing taxation, we trust they will take the matter in hand without delay. The summer is approaching, when all diseases are produced by sanitary neglect, and we trust therefore that the Board will think seriously over the suggestion we have thrown out to them before rejecting it.
