LEGISLATIVE COUNCIL. Ju the Legislative Council on Thursday, The report of the Committee appointed to draw up reason* why (he Council disagreed with the ,amendment in the H nrbor Board Amendment Bill was agreed to, after a protest by Mr Swanson that tug boats should be allowed to tow vessels while acting as ferry boats, and vwhile •Jurying passengers. The Public Bodies Leasehold Bill w«a considered in Committee and reported with amendments, and the Government Loans to Local Bodies (No. 2) Bill was r«ad a second time. The North Island Tiunk Railway Loan Bill was passed through Committee without amendments, read a third time, passed, and progress was reported. , The Beer Duly Bill, Civil Service Reformed!, and the Deceased Persons Estates'Duties Bill wore read a third time and passed. , , The Mining Bill was further, considered in Committee and progress was reported. HOUSE OB' REPRESENTATIVES. The House met at 2 30 p.m. on Friday. Replying to questions it was staled that the Hinemoa would be sent during the recess to ascertain whether any re-survey of the Now Zealand coast was necessary owing to the volcanic disturbances ; that the question of granting a bonus for the manufacture of .printing paper in the colony would be taken into consideration ; that 3000 acres of land had been recommended by Government to be set' aside under the homestead clauses of the : Land Act in Otago ; that libraries supplied with the statutes of Parliament last year would be supplied this year,; that Government were of opinion that class firing for volunteers should' not bo abolished in order to qualify them for'capitation ; that new Volunteer Regulations would be drawn up, and suggestions would be asked from the different corps in reference to them.
Sir Julius Yogel moved that the House at its rising adjourn till 2.30 oa Monday. -—Agreed to.
The Government Insurance Bill was further considered ip Committee. A lengthy discussion ensued on clausa 7, which.provides that on the commencement of the Act all real and personal property of the. association shall vest in the Queen, and the rights, etc;, of the association shall be. vested in the comihission, and it was slightly amended. In clause ll—Moneys may be lent to policy holders on mortgage—it was de-
cided chat not more than £SOOO should be lent to any one person or company;
Colonel Trimble moved to’s/rike out that applications to bonow loans hot exceeding £SOO should have priority over applications for larger sums. Mr Bo)lesion moved the insertion of the words “ other things being equal,” which was carried on the voices.
The remainder of the Bill Was passed. T' g Diatiict Railways Amendment Bill whs further considt-red in committee. Mr Richardson said on consideration the Government had determined to substitute short-dated debentures, which might be changed into inscribed stock, for the debenture bonds mentioned in the bill.—This was agreed to, and the majority of the remaining clauses passed, and progress waa ; reported. A committee was then (appointed to draw op reasons for insisting ou the amendments made by the House in the Harbors Act Amendment Bill,
The Speaker, in answer to a question, gave it as his opinion. that the House ought to. insist on all money clauses in their -Bills being left untouched by the Council.
The Sheep Act Amendment Bill was passed through Committee with slight amendments, read a third and
passed. The Local Bodies Finance and Powers Act Amendment Bill was also passed through Committee. The Companies Branch Registrar Bill was considered in committee, read a third time, and passed, Uu the motion to go into Committee of Supply, Mr Levestam moved a resolution in favor of encouraging the distilla'ion of spirits, in order to find an outlet for the accumulation of grain in the country. The amendment was put and lost.
The Estimates wero then further considered, and the following passed : Clause 4, Minister of Justice, £717,194. This finished the ordinary Estimates. Public Works Estimates; Class 1, Immigration, £18,200 ; Class 2, Public Woiks Department, £41,000; Class 3, Railways, £16*400 ; Class 4;/ Roads, £227,600; Class 6, Waterworks on Goldfields, £15,100 ; Glass 6, Purchase of Native Lands, £20,000; Class 7, Telegraph Extension, £21,700. Progress was then reported, and the House rose 2.10 a.m.
