S.C. BOARD OF EDUCATION.

A meeting of tbe South Canterbury Board of Education was held on Thursday last, Messrs S, W. Goldsmith (Chairman), Dr Foster, the Revs. G. Barclty and J. Smythe, and Messrs B. A. Barker, M. Gray, J. Talbot, W. B. Howell, and J. Jackson being preient, The Chairman reported that steps had been taken to fill the vacancies caused by the resignation of Mr Smith Ansted, Head Master of the Milford School, and Miss Miller, Sewing Mistress «f the Hook School. The architects reported that the works at Pleasant Talley were finished, and those at P.easant Point and Winchester were progressing favorably.—The Pleasant Talley School Committee wrote regarding some necessary repairs to the master’s house, and it was resolved—" That a sum necessary to cover the master s house at Pleasant Talley with iron be granted; the work to be done in the usual way by tender, and under supervision of the architect.”—Mr Talbot moved, in accordance with notice of motion, and Dr Foster seconded—" Thai the resolution of the Board, passed on the 4th Feb., adopting the report of the Scholarship Committee, bo rescinded in so far as it applies to the scholarship won by Miss Margaret Austin, and that the request of Mr Jas, Austi?, that his daughter be allowed to attend the Timaru High School, be acceded to, provided he forego the lodging allowance for the current year of the scholarship term." Mr Talbot and Dr Foster spoke for the resolution, and the Rev. G. s ßarclay, Mr Barker, Mr Gray, and the Rev. J. Smythe against it. Mr Barker ended by moving as ah amendment —“That the former decision of the Board bo adhered to; and that the following clause be added »o the scholarship regulations—- ‘ I bat in the event of parent applying to the Board for leave to send bis child to a school other than the one appointed, the Board may entertain the request, provided the cost is not increased.” In again speaking on the subject Mr Talbot said at the Temuka District High School, the two head teachers were only teaching five or six children that took seaondary subjects, whilst a pupil teacher was teaching 50or 60. [Mr Barclay : You are wrong ; two teachers do not take only five or six children. Mr Barker ; If they do, the Head Master wants the sack.] The district high school system was a rotten one. —Jt was decided that the first part of Mr Barker’s motion should be taken as an amendment, viz.: “That the former decision of the Board re Margaret Austin, be adhered to.” This was carried, only Messrs Talbot and Jackson voting against it, and the Chairman and Dr Foster declining to vote. It was decided that the remainder of Mr Barker’s proposition should take the form 'of a notice of motion for next meeting.—lt was resolved that the Inspector’s special report should be considered by a Committee. —The following tenders for masters’ residences were accepted; Bolfield, Mr Wood, £214; Waitohi, Mr MoClintock, £2lO 17s 6d ; Silverstream, Mr Dockrell, £220. —Regarding the School libraries, the Rev. G. Barclay proposed, the Rev. J. Smythe seconded, and it was carried : “ That the following, as expressing the mind of the South Canterbury Board of Education, be forwarded to the Minister of Education : (I) That this Board has read with pleasure the circular re school libraries forwarded by the Minister of Education to (he bead teachers of public schools ; (2) that while cordially concurring with the Minister in respect to the educational value of school libraries, the Board has as yet taken no steps towards the establishment of such libraries ; (3) that seeing the Board’s fund is limited, and unable to bear much strain in the direction of school libraries, it is respectfully suggested that in voting the usual annual grant for public libraries, Parliament might include a reasonable sum in aid of school libraries.”— The Rangitflta School Committee wrote forwarding conditions for leasing the school reserve, The conditions were approved, the land to be leased on them. —The Board decided to bear half the cost of some fencing and repairing required at Orari
