ENGLISH AND FOREIGN. London, March 25. In the House of Commons to-day, Sir William Vernon Harcourt, Chancellor of the Exchequer, announced, in the absence of Mr Gladstone, who is suffering from a chill, that the Government proposal for a settlement of the Irish question will be made on Bth April. Government, having decided to bring in a measure to confirm the agreement arrived at by the Berne Convention regarding the law of copyright, has invited the Agents-General to discuss the measure on Tuesday. The Bill will greatly improve the position of colonial authorities. March 26, Obituary—The Countess De Charabord, widow of the Count De Chambord, the last of the elder branch of the Bourbon family, aged 69 years. In consequence of the serious disturbances by the men on strike, the Governor of the btate of Missouri has called out the troops. All the European Powers, with the exception ot Russia, have accepted the proposal put forward by Italy for a settlement of the Balkan difficulty, namely, that Prince Alexander of Bulgaria be appointed Governor of Eastern Roumelia without defining the length of his term of office. The frozen meat ex ship Marlborough, from Camara (Dec. 22), has been examined and found in good condition, Mr James Bryce, Under-Secretary for India, will preside at the meeting which is to be held at the Foreign Office, on Tuesday next, to consider the question of the inclusion of the British colonies in the International Copyright Convention, Mr Gladstone has confirmed the statement made by Sir William Harcourt. In the House of Lords, Earl Granville, Secretary of Stale for the Colonies } announced that the question of the status of the New Hebrides was now under discussion with representatives of the Australian colonies, and suggestions were being made to France on the subject which might possibly prove agreeable to the colonies. Earl Granville regretted that at the present stage of negotiations he was unable to explain more fully the action of Her Majesty’s Government. The Zealand mutton has fallen to s|d to s£d per lb. The Shaw Savill and Orient Company’s Doric arrived at Plymouth yesterday afternoon, with her meat in good condition. Dr Thomas, of Adelaide, is conducting an enquiry into the disease which is at present affecting cereals. March 27. It is officially announced that the portfolios vacant by the resignation of Messrs Chamberlain and Trevelyan have been realloted, Mr Stanfield succeeding Mr Chamberlain as President of the Local Government Board, Mr Dalhousie has been appointed Secretary for Scotland in the room of Mr Trevelyan. The Agents-General will hold a conference on Monday, in order to consider the suggestion for a compromise between England and France on the New Hebrides question, whereby England would take possession of the island of Raitea, Franc* annexing the New Hebrides group, ami giving n guarantee to abstain from deporting recidivistes to the island. Mr George Pleydell has been appointed solo liquidator in connection with the affairs of the Commercial Bank of South Australia, and petitions presented for winding up the Bank hove been postponed until June next. In the Reichstag, Prince Bismarck referred ominously to the present attitude of France towards Germany. The Payment of Members Bill, introduced ifi the House of Commons by Mr Howard Spcnce’y, M.P., proposes to pay members an honorarium of £3OO, the money to be paid frr m the rates. Sir William John Clarke, of Victoria, has forwarded to the Lord Mayor of London a cheque for £250 for the relief of the unemployed in LondoQi
A Colonial-India Commercial Museum is proposed in London. It is reported that Russia has occupied Port Lazareff. New York, March 25. Reports from various parts of the United States show a prevalence of strikes on the part of laborers and rai 1 - way employees, and many cases are accompanied by serious rioting. So far as can be seen, the disturbances appear to be extending in area. San Francisco, March 24. The Mararoa arrived here at 6 o’clock last night. Brussels, March 28. The industrial strikes in Belgium are rapidly spreading, and have non extended to Oliarlesville district. The rioting is of a very serious character, and of almost daily occurrence, the chateaux of employers and factories being pillaged, and in some cases burned. The troops were called into requisition, and had several sanguinary conflicts with the rioters. The Government have issued a proclamation calling out the first and second class reserves. Rio de Janeiro, March 27. The Arawa left this port yesterday evening for Plymouth, Her frozen meat cargo was in good order. AUSTRALIAN CABLE. Melbourne, March 26. The trial of Mrs Hampton and her daughters, tor the Coburg murder, was concluded yesterday. The jury returned a verdict of “ Not guilty,” on the ground of insanity. Adelaide, March 27, A criminal information has been held against Lyal), the Manager of the Branch Commercial Bank of South Australia, Yankalilla, for embezzlement. It is believed the alleged irregularities arc in some way connected with the robbery which took place in the Bank on the 16th March.
