London, Feb. 8. It is announced that His Majesty the Saltan sanctions the agreement which has been arrived at by M, Zairoff, the Bulgarian Envoy at Constantinople for the settlement of affairs in Bulgaria, The Times this morning, in referring to the agreement on the question, stales that by it Prince Alexander recognises the Berlin Treaty as b.nding, but is at liberty to'revise the organic status of the country. Prince Alexander is to bo appointed Governor of Eastern Rnumelia for a term of five years, the renewal of the appointment to be at the discretion of the Sultan. Prince Alexander'Undertakes to act in the defence of Turkey should occasion require.
