ENGLISH AND FOREIGN. London, Fob. 2. Tenders were opened to-day for the Victorian loan of L 1,500,000, at 4 per cent., the minimum of which was fixed at LlO2. The total amount tendered was LI 1,000,000, Tenders at LlO6 8s 6d will receive 22 per cent, of their application ; tenders above that in full, Tenders were opened for the Wellington Harbor loan of L 50,000, at per cent., the minimum of which was fixed at 97£. The whole amount was subscribed, tenders at LlO2 16s receiving 56 per cent, of their application, above that in full. The Colonial Agents-General waited upon Colonel Stanley to-day, to bid him farewell on his resignation. In return* ing thanks, Colonel Stanley said the affairs of New Guinea remained at a standstill until the difficulty in regard to providing funds for the administration could be settled. Personally, he expressed himself in favor of the Government of the protected territory being taken by some single colony in connection! with England. In regard to the question which has been raised about allowing Imperial officers to accept colonial positions, the Admiralty and War Offices have agreed to assimilate the practice of naval officers being colonially employed to that which is allowed in the army regulations regarding retired officers. Colonel Stanley has expressed a hope that the Federal Council will be effectual in bringing in those colonies which are at present refraining from participating. It is thought that the future of New Guinea should properly be a subject for suggestions on the ‘part of the Council, He, personally, favored the establish* ment of an Emigration Bureau, which could be in direct communication with the Colonial Office. Referring to the Agents-General, he considered that, while recognising the importance of their keeping in close communication with the Colonial Office, it would be unwise to allow their recommendations to supersede the despatches Of the Governors, A New Guinea syndicate have applied for an extensive tract of land, from the Ply River to the western boundary. Sir Charles Tapper, High Commissioner for Canada, and Sir Henry Holland, Conservative member for Hampstead, have been created Knights Grand Cross of St. Michael and St. George. There has beep p general advance in colonial securities, Mr Corny (Conservative) has defeated Mr Dickson for the Mid Armagh seat by a large majority. Feb. 3. A protocol has been signed between Prance and Germany defining the territory appertaining to each nation on the West Coast of Africa, and in the South Seas, Under the terms of the agreement Germany engages not to hinder France in the occupation of the New Hebrides Islands. Feb. 4. Germany agrees to the French occupation ol the Austral Isles, provided recruiting amongst the natives is permitted. The Times, referring to the Government formed by Mr Gladstone, does not consider it a strong one. Calcutta, Feb. 3. Lord Dufferin, Viceroy of India, left to-day for Rangoon, in order to concert measures for the establishment of a stable Government in Burmah. AUSTRALIAN CABLE. Melbourne, Feb. 4. The Rotomahana arrived this morning from the Bluff. Sydney, Feb. 4. The Colonial Treasurer brought down his Budget in the Legislative Assembly to-night. He estimates the deficit for the current year to bo nearly L 1,704,000. It is proposed to levy a tax of a halfpenny in the pound on real estate, the capital of all banks and dividends payable by companies, and on all descriptions of goods stored. Probate duties will also be increased, Mr Burns expects to realise L 650,000 from the projected new taxation. Adelaide, Feb. 3. Advices have just been received from Trowbridge that the barque Antares, of

821 tons, Captain Hutchison, Which left Adelaide in ballast bound for New Zealand, is ashore on Marion Reef, near Point Trowbridge. The vessel took the ground at high water, and now lies high and dry in a dangerous position on the reef. A tug has been summoned to proceed to her assistance. Feb. 4. The barque Antares was successfully floated off Marion reef this morning. The vessel was found to be undamaged, and was allowed to proceed on her voyage to New Zealand.
