Mr Parnell, addressing a public meeting at Wioklow, declared that if an autonomy similar to that enjoyed by the British colonies were granted to Ireland the Irith people would become as loyal as their colonial brethren. Oct. 7. Sir Oharlea Dilke, addressing a meeting of his constituents at Chelsea last night, expressed an opinion that the establishment of free tohools was an essential neoessity. He considered also that the practice of oreating hereditary peerages should be abolished in favor of life peerages. He was favorable to the abandonment of the present legislative system, and the existence of only a single Chamber. Oct. 8. The Marquie of Salisbury addressed a orowded meeting at Newport, Monmouthshire, last night, in which, as the head of the Government he expounded its future policy. Referring to the Bulgarian question he stated that the conditions now were not the same as whsn the BerliD treaty was signed at which time Russia was dominant in Bulgaria. With regard to Ireland he was doubtful whather any scheme of imperial federation that could bo adopted would assuo towards a sutipfuotory solution of the preient difficulty. His utterances respecting the proposal that Ireland should be granted autonomy similar to that ei.joyed by the colonies were of an evasive oharaoter.
