ENGLISH AND FOREIGN. London, Sept. 17. The issue of £500,000 worth of debentures is projected by a Queensland company. The frozen meat by the Rimutaka is gelling at 4£d per lb. The Indian Government confirm the reduction in cable charges on the Press messages, to begin from January, if Great Britain consents. The Cable Company will not reduce the charges on public messages, because the Indian Government have refused to concede twopence halfpenny per word. The New York Maritime Exchange appeals to Ptesident Cleveland to endeavor to subsidise the Ban Francisco line.
The strike amongst the employes at Sir William Armstrong’s factory at Elswiok, has now been satisfactorily settled.
The Hon. Mr Plunkett, Secretary for Works, opposes the Irish separation. Forty guineas per cent, will now b e charged for underwriting the ship Bengollyun, ] 198 tons, which left London for Adelaide on the 28th April. Sept. 18.

Sir Michael Hicks Beach, Chancellor of the Exchequer, addressed a public meeting of the electors of East Gloucestershire last night at Cirencester, In the course of his speech he denied the existence of a compact between the ParneHite and the Conservative parties regarding the Home Rule question. Sir Michael expressed himself in favor of an extension of local self-government to the three Kingdoms. Sir Jas. Anderson, of the Eastern Extension Telegraph Company, suggests that all maritime nations should guarantee to the Telegraph Company a moderate rate of interest on the cost of their obtaining control of all cables. The Spanish Government is making purchases of cruisers and torpedoes.

During the passage a death occurred from an infectious disease, but, as a month has since elapsed, she was admitted to pratique Arrived, yesterday afternoon Rotomahana, from the Bluff. Sept. 19. The Supreme Court has confirmed the sentences passed by court-martial on the insubordinate members of the Permanent Artillery forces. The Victorian Parliament has been prorogued until December sth, Owing to changes in the scheme of defence for Ihe colony, the Victorian Militia has been disbanded. Sydney, Sept. 18. Sailed,yesterday afternoon —Waihora, for New Zealand. Adelaide, Sept. 18. Mr IT. Wood, Accountant to the Court of Insolvency, has absconded. An examination of hU books resulted in the discovery of a deficiency of upwards of £IO,OOO. The police authorities hope to intercept Wood in New New Zealand, to which colony he is believed to have proceeded. Sept. 19. Government offer a reward of £3OO for the arrest of Wood, the defaulting accountant to the Insolvency Court. According to the information at the disposal of the police, he was last seen at Auckland.
