London, Sept. 5

Advices from Spain Btate that cholera is decreasing in that country, and the number of deaths is rapidly diminishing. A case of cholera has been reported to the medical authorities at Cardiff, in South Wales, the patient being a sailor on board a ship which recently arrived from Barcelona.

The gangway of the Orient Company's steamer Liguria fell, and injur-'d 24 persons and killed one. The French Government have suppressed the paper Boephrrt) Kgyptienne, published at Cairo. Mr Jno. Fowler, formerly President of the Institution of Civil Engineers, and at present Consulting Engineer to the Egyptian Government, has been created a Knight of St, Michael and St. George Flushing, a seaport of the Nethcrlandp, has been made a port of call for the German line of steamers to Australia.

The flying squadron at present in course of formation will comprise seven vessels, and will be uuder the command of Captain Robert Fitzroy, C.B. The squadron sails in October, and consists of the following vessels : Calypso, Rover, Hyacinthe, Royalist, and Thalia. Spain has refused to allow the Caroline Islands difficulty to be settled by arbitration. With reference to the seizure of Uap by Germany, the Spanish Governor of that island tried to offer resistance to the landing of the Germans, but the commander of the Spanish man-of-war there refused to assist him, and has since been dismissed the service. Three men-of-war despatched to Uap have been ordered to act with energy.

At present the public feeling in Germany over the difficulty with Spain is quiet.

Fifty arrests of rioters have been made in Madrid in consequence of the opportunity afforded by the present trouble over the Carolines. It is feared that a rebellion will break out in Spain between the rival factions. The French Press are agreed in the event of war between Spain and Germany, that France should maintain an absolute neutrality.

The Russians on the 14th of August occupied Chaman-ibaid, a town about 40 miles from Penjdeh, in the S.W. direction. A number of Afghans who vrcre in the vicinity at the time were attacked by the Russian cavalry. Sept. 8.

Negotiations between the German and Spanish Governments on the ques tion of the Caroline Islands are being conducted in an amicable spirit, Ger many having offered to relinquish the possession of the Island of Gap if it can be proved that the Spaniards previously occupied that island. It is generally expected that a peaceful settlement will be arrived at.

The Canadian Pacific Railway Com pany offer to carry a weekly mail service from England to Australia, via Vancouver, for half ft million dollars per annum, The Canadian Government are likely to subsidise the Company. Mrs Mary Thornycroft, the wellknown sculptor, has been commissioned to execute a national statue of Generai Gordon. The limes applauds the expedition sent from Sydney to New Guinea. A mob at Valencia have burnt the insignia of the German Consulate there. Berlin, r?ept. 7. Senor Canovas del Castillo, the Spanish Premier has forwarded a formal apology to the German Government for the outrage on* the German flag which took place recently at Madrid. Admiral Tryon has replied to the request ot the Victorian Government to send a vessel to the Auckland Islands to search for survivors from the ship North Ameriea, to the effect that he believed such search would be useless. The New South Waleß Parliament was opened to-day by the Governor, Lord Augustus Loftus. His Excellency in his speech on the occasion urged upon the Legislature the desirability of com pleting the defence system of the colony, ;ind the necessity of providiug means for the better collection and storage of water. Alluding to colonial railways, Bis Excellency stated that at the present time 3300 miles of railway were open for traffic, and contracts h»d been let for the construction of a further 438 miles of line. Referring to the financial position of the colony, he said the income from all sources during the first eight months of the current financial year was largely in excess of the receipts for the corresponding period last year. A lengthy and animated debate took place to-day in the Legislative Assembly on the motion by the Premier (Sir Alex. Stuart), that Sir Henry Parkea in his speech announcing the resignation of his seat as member of Tenterfield was guilty ot libel on the Assembly. Sir Henry Parkes defended himself at some length, and after 6peaking left the Chamber, lhe dubate is still proceeding.
