The London Gazette contains announcements of distinctions conferred upon officers who served in the recent campaign in the Soudan. Lieutenant Colonel Richardson has been created a Companion of the Order of the Bath, while Major Spalding has been awarded the Companionship of St. Michael and St. George, Mr Parnell addressed a large public meeting at, Dublin last night. In the course of his speech he stated he was confident of winning Irish independence next session, and added it was intended to impose upon future candidates for Parliament a pledge of unswerving obedience to the chid ot the National party.

Oua thousand rccidivistes are to be sent to Guiana at the beginning of the year. No mention has been made of any being sent to the Pacific. The orders calling back three regiments ot British troops to England have been cancelled by the War Office. The troops, however, have already embarked, and now remain on board the transports waiting further instructions.

The Czarewitch, accompanied by the Grand Duke Alexis, arrived at Kremsir to-day, and met the Emperor and Empress of Austria. The meeting was of a most cordial character, the Emperor and Empress warmly embracing the young prince.
