General Komaroff, Commander of the Russian forces on the Afghan frontier, professes his inability t® prevent another .collisionbet ween the Russians and Afghans unless the latter are restrained from ad vancing. : The Standard, in an article dealing with the statement made by General Komaroff, declares that war is preferable to dangerous and expensive uncertainty. Aug. 9. The branch Federation League of Victoria will be affiliated to the English League. Mr Gladstone is at present cruising among the Norwegian fiords in Sir Thomas Brassey’s yacht Sunbeam. The proposal in the report of (he National Bank to transfer £IOO,OOO from the capital account to a contingent bad debt account has bee* carried. Aug. 10. The death is announced, at the age of 85, of the Right Hon. Sir Charles Wood (Viscount Halifax). The Orient Steam Navigation Company’s Cuzco arrived at Plymouth today. Sir Michael Hicks-Beacb has given notice that on Thursday next, the 13th inst., he will move that the thanks of Parliament be accorded to the Army and Navy for their services in Egypt. The Royal Commission which wn* appointed to enquire into the cause of the present depression of trade in Great Britain, has commenced its labors under the Presidency of Sir Stafford NortbCot 9. A majority of the members of the House of Commons hold views favorable to what is known as fair trade, namely, a system of international reciprocity, free trade being allowed to those countries only which admit English products on the same terms. Arrived at Plymouth, to-day—P. and O. Company’s R.M.S. Ballarat, from Melbourne (left June 16th), Aug. 11. The Payment of Irish Members of Parliament Fund has been augmented by a subscription of one thousand pounds frem Australia. Archbishop Moran returns to Sydney on the 16th inst. Marseilles, Aug. 10. The cholera epidemic is abating in this neighborhood, and it is hoped that it Will be shortly ended. Madrid, Aug. 10. The number of cases of cholera in the affected districts is reported to be on the
increase. Berlin, Aug. 10. The International Telegraph Conference has commenced its sittings bore. Paris, Aug. 10 Intelligence is to hand from Tonquin to the effect that the natives have massacred a large number of Christians, and that fully a thousand fugitives hare, taken refuge in Quiutiel. Tenbriffb, Aug. 9. The New Zealand Shipping Company’s R.M.S. Tongariro left this afternoon for New Zealand. The Merchant Shipping and Underwriters’ Association report the arrival of the Invercargill from Lyttelton (left May 2nd), Candida from Lyttelton (left May 7t.h). AUSTRALIAN CABLE. Sydney, Aug. 10. Arrived, on Saturday evening Wakatipu, from Wellington, In consequence of the discovery of smallpox on board the Messageries steamer Oceania, that vessel has been placed in quarantine, and the patient has been landed at the quarantine station. Tbe case is said to bo of an extremely serious nature. ■ Aug. 11. Two more cases of smallpox, of a less dangerous nature, however, than the first one, have been discovered to have broken out on board the s.s. Oceania. The patients have been put ashore at the North Head quarantine elation. Feats are entertained that the German corvette Augusta, which was on her way to Sydney with relief crews for the German vessels on the Australian station, has foundered at sea, as no tidings hare been heard of her.
