ENGLISH AND FOREIGN. London, Aug, 1. The New Zealand Shipping Company’s R.M.B. Tongariro left Plymouth this afternoon for Port Chalmers, calling at Teneriffe and the Cape en route. In City financial circles, October is considered the best time for the issue of the Sydney loan. Eight million pounds were subscribed to the Egyptian Joan. It is believed that Russia will keep the Zulfikar Pass question open until the next general election, when they will endeavor to throw discredit on the Tories in regard to present negotiations. Aug. 2. The House of Commons has had under consideration for some time past the question of better protection for young girls, and a measure for the purpose was the subject of a protracted debate on Friday night. Eventually the age up to which girls are to be protected was raised '.o sixteen years. Aug, 3. The American mails for Australia are now being forwarded via England. The Vestry of the Rev. W. T. Webber, recently appointed Bishop of Brisbane, have presented him with an address and a suite of furniture prior to his leaving lor Australia. The Right Rev. Dr Walsh was today consecrated Archbishop ol Dublin by Cardinal Moran, Government are in receipt of a telegram from Brigadier-General Grenfell, commanding the Egyptian Army, announcing that a rumor is current among the Arabs to the effect that Osman Digna is dead. The rumor so far, however, lacks official confirmation. Aug. 4. The Melbourne Harbor Trust dredge “ Melbourne,” bound for her destination, injured her propeller while passing through the Suez canal, and is undergoing the necessary repairs at Suez, Paris, Aug. 4 An outbreak of cholera has occurred at Marseilles of a serious character, and upwards of twenty cases are reported as ending fatally daily, St. Petersburg, Aug. 3. M, de Giers, the Russian Minister for Foreign Affairs, has been granted two months’ leave of absence, and will pay a visit to Bohemia. Madrid, Aug. 2. Cholera continues to spread with unabated vigor, and the daily mortality is very great throughout the country, Ottawa, Aug, 2. The trial of the insurgent Louis Riel was concluded yesterday. The jury found the prisoner guilty, but recommended him to mercy on account of the weak state of his mmd. Prisoner was condemned to be hanged. Toronto, Aug. 4. A destructive fire occurred here last night. The conflagration extended for fully half a mile along the water side, completely gutting a large number of factories, warehouses, and other buildings in its progress. The damage done cannot at present be estimated.
AUSTRALIAN CABLE. Sydney, Aug. 4. Sir Peter Scratchley leaves tin’s week for New Guinea, in order to enter upon his duties an High Commissioner for the protected district in tint territory. The drivers in the employ of the Melbourne Omnibus Company have struck work, demanding a reduction of their work to eight hours per diem. A Gazette notice has been issued an nouncing that the restrictions which have been enforced for some time past with regard to the entrance, of yessels to Port Phillip have now been removed, and that free navigation of all parts of the harbor is now permitted. Later, The trial by Court Martial of the insubordinate members of the VictorianPermanent Artillery Force is still proceeding. The Melbourne Omnibus Company has declined to accede to the demand of thoir drivers lor a reduction in the
working time to eight hours, and the latter have accordingly decided to remain on strike. Aug. 4, A large number of applications from all parts of Victoria for space in the Colonial Exhibition, to be held next year in London, are being received by the Victorian Commissions,
