ENGLISH AND FOREIGN. London, July 29. Mr Anthony Hardern’a application for concessions for the constiuction of a line of railway from Biderley is deferred, pending the receipt of the surveyor’s report. It is considered likely that Mr John Waddington will obtain the capital necessary for the construction of a railway from York to Gerald ton, in Western Australia. July 80. In the House of Commons to-day, the Hon. F. Stanley, Secretary of State for the Colonies, stated that an Imperial or Colonial Protectorate would be established over Bechuanaland, but that Her Majesty’s Government is at present undecided which to adopt. Speaking at the annual dinner given by the Lord Mayor at the Mansion House to-night, the Marquis of Salisbury stated he hoped before long that England and Russia would arrive at a peaceful conclusion to the negotiations that were now in progress on the Afghan frontier question. The Manager of the Munster Bank, which failed recently, has absconded } and it has since been discovered he is a defaulter to a serious amount. Tenders for the Egyptian loan were opened to-day, when it was found the amount required was several times covered. The rate of interest is 3 per cent., and the minimum 95^. The Australian mails, dated Melbourne, June 20th, per Messageries s.s. Yarra, and New Zealand mails via ’Frisco, dated June 23rd, per Australia, were delivered here yesterday. It is announced that Government have resolved to proceed with the cons!ruction of an entrenched camp in Pisheeu Valley, in Afghanistan, Speaking in the House of Commons 'to-iay, r Lurd KAhJolph Churchill, Secretary of State for India, announced that some railway material was being accumulated at Quettah, in case it should become necessary to extend the line in the direction of Cnnd altar. The Medical Relief Bill has been passed by the House of Lords. The Standard to-day contains an article violently attacking Lord Randolph Churchill, whose ignorance and incapacity the writer declares are ruining the Conservatives. The frozen meat market is glutted. Captain Seymour Hughes, Aule-de-Camp to Sir U. Loch, Governor of Victoria, who has been seriously ill, is now improving. The Government advise the refenlion of the abrogation proviso in the Federa. tion Bill, in order to avoid delay in its passage. Aug. 1. Tenders for the residue of the Wel-lington-Manawatu Railway Company’s loan, amounting to £160,000 at 5 per cent., with a minimum of 98, are to be opened on the 7th inst.
A Bill providing for the naturalization as an English subject of Prince Henry of Bsttenburg, the husband-elect of Pnncasa Beatrice, has been passed by both Houses of Parliament, Sir Michael Hicks-Beach, the representative of the Government in the House of Commons, has assured Mr Murray-Smitb, Agent-General for Victoria, that the Colonial Federation Enabling Bill will be passed during the present session. Calcutta, July 30. It is announced that General Sir Frederick Roberts has been appointed Commander-In-Chief in India, in succession to Sir Donald Stewart. Rio de Janeiro, July 30. The New Zealand Shipping Company’s R.M.S. Aorangi, from Lyttelton (left July Bth), arrived here yesterday morning with her meat cargo in good condition. Melbourne, July SI, The finding of the Court Martial which was constituted to try six members of the Victorian Permanent Artillery force, who acted as ringleaders in the no nt outbreak of insubordination, at Queenscliffe, has been made public. The whole of the prisoners have been sentenced to six months’ hard labor, at the end of which time they wilt, with the exception of one man, be dismissed the service. The remaining seven prisoners were asked to admit their guilt, but refused to do so, demanding to be tried by Court Martial, which wiil be done shortly, Aug. 1, Arrived, last night—Te Anau, from the Bluff. A wrestling match for the Championship of the World took place to-night in the Exhibition Buildings, when, Pro fessor Miller, of Melbourne, defeated Donald Dinnie, the well-known Scottish athlete. Brisbane, July SI. The Legislative Council last night rejected the Bill sent up from the Assembly providing for payment, of members. It is probable, however, that the sum required will be placed upon the Estimates. The bonded stores of Messrs MaMmad were totally destroyed by fire to-day. The loss is estimated at fully a quarter of a million. Aug. 1. The insurances on Messrs Marhead’s stores, which were burned yesterday, are as follow : Commercial Union, £10,000; Queen, £(10,(.00 ; Alliance and British, £SOOO each ; Royal £4OOO ; Northern and Union of New Zealand, £3OOO each ; Colonial Mutual and New Zealand, £2OOO each.
