London, July 22. The situation between England and Russia is regarded as more peaceful in character. The Emperor of Russia has issued orders strictly forbidding ths troops on the Afghan frontier from taking any aggressive action. July 23. A Russian Commissioner, with M, Lessar as president, has been appointed to proceed to the Afghan frontier and inquire into the state of affairs there. The Commission is expected to arrive at the frontier at the end of August, Sir Charles G iviu Huffy has written to Earl Carnarvon, Lord Lieutenant of Ireland, suggesting that the system of government followed in the Australian colonies should be conceded to Ireland. July 26. The Russian Government are endeavoring to delay a decision being arrived at with England on the Afghan frontier question. Russia’s motive for procrastination is stated to be the close proximity of the Parliamentary general election in England. She entertains a hope that the Conservatives will not come hack with a maiority. July 27. The Russian authorities hare signified their willingness to withdraw the Russian troops from Zu'fikar pending the completion of negotiations now proceeding with respect to the occupation of that place. Russia, however, expressly stipulates that in the event of their troops btung withdrawn, Zulfikar must not be occupied by the Afghans. The latest news from the Soudan shows that the death of the Mahdi has not affected the rebellion, as the hostility of Osman Digua continues unchecked. The Right Rev. Dr Moran, Roman Catholic Archbishop of Sydney, is to conduct the service at which the Rev. Dr Walsh is to he consecrated Archbishop of Dub in.
