It is announced that Baron de Worms, M.P., has been appointed Secretary to the Board of Trade.

The re-election of Lord Randolph Churchill as Secretary of State for India is being opposed by the Conservatives. Lord Bury has been appointed Under-Secretary for War.
The detachment of Guards which has been detained some time at Alexandria on their way home, has been ordered to Cyprus. The Standard this morning in an article on the Egyptian question hints that the re-occupation of Dongola by the British troops is possible. The portfolio of Attorney-General has been filled by the appointment of Mr R. E. Webster, Q.C.
It is announced that Government iutend to proceed \iith the Federation Enabling Bill this session. News is to hand from Afghanistan of a serious rising that has taken place in that country. Isa Khan, incited by Russian allies, broke out into open revolt against Abdullah Khan, the Afghan Governor of the province of Khanduug. Isa Khan is .stated to have taken forcible possession of the town of Khairabad, a short distance from Khandung, the capital of the province, and has there seized treasure belonging to Abdurrahman, Ameer of Afghanistan, to the extent of one million pounds sterling. June 30. Mr Gladstone lias issued a written address to the electors of Midlothian, in which he explains that his duty to the Liberal party obliges him to seek reelection at the hands of his constituents. Mr Watts, A.R.A., has declined the Baronetcy offered him.
It is definitely announced that Mr Gorst, Q.C, M.P. for Chatham, has been appointed Solicitor-General in the new Administration.
A modified scale of rates to be charged on vessels calling and sheltering at Albany, Western Australia, has been sanctioned.
Mr Gladstone has intimated that he will not retire from political life at prespnt, and further, that he will support the Marquis of Salisbury as far as possible. Rio de Janeiro, June 27.
