The correspondent of a contemporary telegraphiig from Well ngton yts erd;,y says: — ... The debate on the Financial .State* meut commences to-night and it is reported that the Hon. Mr Stout will follow Major Atkinson’s opening speech. . Neither the Local Bodies Finance Bill nor the Counties Bill have given satisfaction to the country members in the House, and their provisions are being roughly criticised ; and the experience of the subsidy system even when tried for a short period does not lead to a hope that it will work when extended to a qusrter, of a century. That local bodies would immediately take advantage of the powers given them to borrow on a large scale is certain, but it is felt doubtful if this in the long run would not end in disaster. The Canterbury members condemn the Counties Act as altering the machinery of local government in an gnwise direction• —for example, making chairmen of local bodies elected by the ratepayers instead of by the bodies themselves. The Freetrade party in the House is growing stronger daily, and it is estimated there are now 47 certain rotes against any protective duties- on the necessaries of life, 1 -
