The Union Steamship Company’s s.s, Waihora sailed for the Bluff this morning. The same Company’s s.s. Iloto'nahana arrived to-day from the Bluff.

The introduction of the shilling tariff for ten-word telegrams between Victoria and New South Wales proves a splendid success, the traffic having increased fu®ly onc-lhird, while the falling off of the revenue, of the department seems slight. Negotiations have been in progress with the New Zealand telegraph Department to reduce their share of the revenue to sixpence per ten words in order to admit of the rates between Victoria and that colony being reduced to 7s, but up to the present time they have refused, allhough the Victoria Government strongly urges its acceptance. May 28.

Mr Service’s reply to the Hon. R. Stout’s circular on the subject of Federation, has been made public. Mr Service express regret that the New Zealand Government did not formulate their views earlier. He states that the Federal Council, as proposed , would in no wise interfere with the local autonomy of the respective colonies, Mr Service concludes by expressing his conviction that the Federal Council, if deprived of power in legislation, would be no better in result than the recent conference.
