ENGLISH AND FOREIGN. London, April 16. The Australian Federation Enabling Bill, introduced by Earl Derby, was read for the first time to-day in the House of Lords.

The Right Rev. Wm, WVbber, the newly-appointed Bishop of Brisbane, will be consecrated at St. Paul’s on May 26th.

At a meeting of the shareholders of the Bank of South Australia, a motion was passed approving the proposal to transfer £50,000 from the reserve fund to meet a possible loss, April 17. The Bishop of Oxford defends Bishop Barry, Primate of Sydney, in his efforts to discourage marriage with a deceased wife’s sister. Teneriffe, Apiil 16. The New Zealand Shipping Company’s R.M.S. Tongariro sailed this afternoon for New Zealand via the Cape.

The dispute between the Pacific Mail Company and the Seamans’ Union still remains unsettled, A Cabinet Council was held to-day, at which further measures were proposed for placing the defences in a satisfactory condition. Melbourne, April 17. The trial of the convict Barnes, for the murder of the late J. B. Slack, is concluded. He was found guilty, and sentenced to death. Brisbane, April 17. The Hon. S. Griffiths, Premier of Queensland, in an address delivered yesterday, defended the policy of Go vernment in regard to (he question of colored labor, and said that the disclosures of the Polynesian Commission were enough to cast discredit upon the name of Queensland.
