RUSSIA AND AFGHANISTAN.
London, March 22
Alik Hanofl, a Russian secret agent, who gained considerable notoriety by his successful intrigues at Merv during General Skobeloff’s campaign, is at , present endeavoring to foment a rising among the native inhabitants at Panjdeb. It is reported that M. De Giers, the Russian Minister for Foreign Affairs, has resigned.
An English fleet is ready to proceed to the Baltic.
Earl Granville is insisting on Russia proceeding with the commission for the settlement of the frontier question, otherwise Sir Peter Lumsdtn will settle it alone.
March 23.
The Daily News this morning publishes a telecram announcing that a force of 25,000 men are now being mobilised. They will be placed under the command of Major-General Sir Frederick Roberts, and will occupy Pe«hia, a .place about 100 miles to the south-east of Kandahar. The same telegram also states that Mabarjah Hcinde of Gwalior has offered the services of his army to the British for employment if required in Afghanistan.
Fifteen thousand Indian troops are ready to march, m the Afel'an Ironiier.
