RUSSIA AND AFGHANISTAN.

In the House of Commons tr-day Mr Gladstone announced that, in reply to a'telegram to the Russian Govern* merit requesting it to confirm an agreement recently entered into with M, De S'aal (the Imperial Ambassador in London) to the eff, ct that no further advance of troops should take place on cither side in Afghanistan, M. De Giers, the Russian Minister for Foreign Affairs, had replied that the Russian troops would not advance unless the Afghans did so', or unless trouble occurred at Penjdeh, near which place the Russian troops are now encamped.

It has transpired that Mr Gladstone in November last demanded that the Russians should withdraw their troopa from Sarakhos, on the Afghan frontier, but the Russian Government refused, and the demand thereupon lapsed.
