The Board ,| under the circumstances decided not to \ piosecute the owner.—The Clerk was instructed to write to the police ofßaer re his horse running at large.

overseer’s report.

I This report for the past fortnight was read. It recommended that the present staff of day labor be kept on, as the newly-shingled roads and footpaths needed more attention, than two xaeo,_ could properly atteud to. It was resolved after some discussion (hat the services of Maloney be dispensed with, and that Harding and Frude should be kept on at the same rate of wages, viz., 4s per day ; extra labor to bo put on when required. Mr Huffey was under the impression ( that continually grubbing the grass from the footpaths would never allow them to set properly, and did not think it was within their means to keep men at sack work.

It was resolved, after several of (ho members had expressed similar views, that the surface men should keep the water tables clear, and clear the grass where it became a nuisance. The Overseer informed the Boctd that he had spoken to a man at Lyttelton who who had done ashpalting for the Borough Council, and he offered to come down and do similar work for the Town Board. —The Overseer was instructed to write to the Borough Council at Lyttelton, asking them what price they paid for ashpalting. The Overseer also reported that those persons who had had notices served on them to register their dogs had done so with the exception of one owner, to whom further notice was to be givtu. THE PROPOSED DRAIN THROUGH THE COLLEGE RESERVE. Permission having been given to the Board by the College Board of Governors to cut the drain through their reserve, it was proposed that instructions should be given to have the work carried out. ’ This gave rise to a long and animated discussion on!the matter, Messrs Maslm and Danlop holding that to cut a drain to carry refuse, etc., from the upper part of the township through the little park would simply be removing (he nuisance from one place to another, where it would be equally obnoxious. The Chairman and Messrs Mundell and Huffey were in favor of the drain being cut, as it would bo an inexpensive work, and they did not see that the evils would result which the two former speakers were of opinion would. The Overseer was of opinion that the drain would be a success, and suggested that the whole of the members should inspect the watercourse from the corner of High Street to the opening of the proposed drain. The following resolution, proposed by Mr Maslin and seconded by Mr. Dunlop, “That the resolution authorising the opening of the drain through the College reserve be rescinded,” was lost, only the mover and seconder voting for it. Later on Mr Dunlop moved that the matter be postponed. This was seconded by Mr Maslm;} and also lost. It wasj then reeolved to have the work carried out, \ ACCOUNT. Mr D. McKenzie, architect for the Board’s office, forwarded a certificate of progress payment of £96 due to the contractors, which was passed for payment. BOARD OF HEALTH. The Board then resolved itself into a Local Board of Health, and the Inspector’s report was read, and he was instructed to servo notices on those persons who had nuisances on their premises.
