RUSSIA AND AFGHANISTAN.
London, March 15,
A report is current to-day that MajorGeneral. Lumsden has entered Herat, and that the advance guard of the Russians has reached Pul-i-Khalim, on the llermud River, about 120 miles north-west of Herat, The Czar writes to the Emperor of Germany that be does not think the Afghan difficulty will threaten peace. The St. Petersburg journals are writing on the subject in a very pacific tone. Melbourne, March 16. The Merchant Shipping and Underwriters’ Association are in receipt of a telegram from London, dated Saturday, stating that no war premium is yet being charged to Australia.

It is stated that the Indian Government has engaged forty-nine steamers of the British India, and four of Ibe Peninsula Oriental Company’s, as transports.
