ENGLISH AND FOREIGN. London, March 5. Count Herbert Bismarck 4 , Acting Under Secretary for Foreign Affairs in Germany, has arrived at London on a mission to bring about a friendly understanding between Germany and England on the Pacific question. The limes of to-day states that Government has decided forthwith to ask Parliament to authorise an increase of the standing army .by fifty thousand 'men. March raf The Bank of Australasia declared a dividend for the past half-year at the rate of 14 per cent, per annum, and carried forward and placed to reserve £26,000. After an interview to-day between Earl Granville and Destal, the Russian Ambassador, Mr Gladstone made a statement in the House of Commons to the effect that questions of the greatest delicacy were now pending with Russia, and deprecated any inquiiies on the subject. The Marquis of Hartington, in the House of Comment to day, confirmed the statements which have been current that it was proposed to increase the standing: army, and added that the number of additional men is unsettled. March 6. Mr Howard Vincent will read a paper on “ Australia ” at the Lioyal College Institute. The shipment of meat from Melbourne by the Orient steamer Austral is realising s|d per lb. The revelation contained in the Blue Book on New Guinea recently issued, showing the original advances made by Bismarck to England with regard to that island, is causing an alienation of French sympathy with Germany. March 7. The Daily News to-day states that official despatches received from St. Petersburg strengthen the hope of an amicable settlement being arrived at between England and Russia on the Afghan frontier question. It is announced that Lord Carrington has been appointed to succeed Lord Augustus Loftus as Governor of New South Wales. The Bank of England by advertisement invites holders of New Zealand 5 per cent, consols to convert them into 4 per cent, stock at £lO7. In the House of Lords to-day Earl Granville stated that he regretted the annoyance that bad been caused Prince Bismarck by a portion of the contents of the English Blue Book on the Pacific question, and dwelt upon the Importance of the maintenance of friendship between England and Germany.
