ENGLISH AND FOREIGN. London, Feb. 17. In connection with the Anglo-Russian Commission now sitting in Central Asia, information has been received that Russia claims the fixed Afghan frontier at Parapamisan Range, of the Hindoo Khoosb, but her demand has been rejected bjr England. The Court of Appeal have reversed the decision of Justice Cbitty, given in December last, m the action brought by the official liquidator of the Oriental Bank against Messrs Clayton and Henkiss, who were original shareholders on list cohtributaries, in respect of certain shares transferred by them within six months of the date of the stoppage of the Bank. The decision of the Appeal Court is in favor of the official liquidator, who, according to Justice Chitty, had failed to establish his case. The Times states that England will adhere to the extension of her annexation boundaries in New Guinea. Feb. 18. M. Soudry, French Commissary at the Melbourne International Exhibition, has been convicted of swindling, and sentenced to a term of imprisonment. The argument on the point raised by Lord Chief Justice Baggally as to the appointment of Mr Wilton as liquidator in the Oriental Bank was decided in favor of Mr Wilton. Up to the present the amount of the Oriental Bank call received is upwards of half a million. Lord Derby is forwarding to Lord Lyons, British Ambassador at Paris, a written protest from the several AgentsGeneral against the deportation of recidivistes to the Pacific. Parleying regarding the New Guinea annexation boundaries is still proceeding. Feb. 19. The death is announced of Madame Sainton Dolby, well-known as a vocalist, aged 64. Messrs Donaldson, Reeves and Sharland, general merchants, with an agency in Adelaide, have failed for seventy thousand pounds. The assets of the firm are large. The creditors in the estate of Messrs Young and Lark, Australian merchants, which waa sequestered for their benefit over a year ago, have not yet been paid the third instalment due. The Home authorities, fearing a rising, have decided not to reduce the itrength of the garrisons at present stationed in Ireland. Hong Kong, Feb. 18. News has been received that two Chinese corvettes have been sunk by French torpedoes. The other Chnese war vessels were, however, uninjured by the mines and escaped. AUSTRALIAN CABLE.
