ENGLISH AND FOREIGN. London, Feb. 11. Mr Murray-Smith is protesting against the action of Germany in New Guinea, on the ground that they have no solid claim to territory in that island, and he urges Lord Derby to endeavor to induce them to abandon their recent annexation. The shipment of lamb by the steamer Coptic, from Wellington, is selling at 7d per lb, and mutton at 4|d per lb. The majority of the Agents-General are favorable to the colonies urging England not to recede from the boundaries of their annexation in New Guinea, The United Irishman publishes an offer, emanating from some person or .persons in Dublin, offering a reward of £IO,OOO for the body of the Prince of Wales, dead or alive. Feb. 12. It is announced that Earl Roseberry has been appointed Lord of the Ptivy Seal and First Commissioner of Works and Public Buildings, with a seat in the Cabinet. Mr G. Shaw-Lefevre, Post-master-General, is also to have a seat in the Cabinet. The death is announced of Cardinal McCabe, Archbishop of Dublin. The French fleet has left Shanghai for Songcay, in Tonquin, The French Commissioner at the Melbourne Exhibition has been charged with swindling.

An important discovery of dynamite has been made at Paddington. The Hon. The Daily Telegraph is of opinion that Germany is certain to disavow the recent seizure of land in Samoa by Steiber, the German Consul there, as such seizure was merely the act of a subordinate, Feb, 14. The New Zealand and Australian mails, via San Francisco, left Auckland Jan. 6, were delivered in London to-day. Her Majesty the Queen is at present suffering from a severe cold. Sir John Goode, C.E., starts next month for Freemantle, West Australia, on a visit of inspection in connection with the projected harbor works. In consequence of the recent dynamite outrages, stringent rules have been, adopted for the admission of the public to the Houses of Parliament. Mr J, C. Bray, ex-Premier of South Australia, accompanied by his wife, are at present the guests of Lord Rosebery. Paris, Feb, 14. The Senate have passed the Eecidiviste Bill, but without naming the countries to which criminals shall be deported, Rome, Feb. 14. The third expedition leaves' Naples on the 19th inst. on the mission con nected with the Italian annexation in Red Sea, Lisbon, Feb. 14. An agreement lias been concluded between the Portuguese Government and the International Association in regard to the latter’s possessions in West Africa.
