ENGLISH AND FOREIGN,

London, Nov. 30.

Patrick French, one of the accused in the Dublin scandals, and who was acquitted, has resigned the County Inspectorship, owing to ill-health. An attempt, which proved partially successful, has been made to destroy the house of a land agent in Kerry, Ireland. The explosion of the dynamite charge used caused considerable damage to the building, but although the agent's family were on the premises none were injured. So far no arrests have been made in connection with the outrage. Dec. 1. A telegram has been received her? from Lord V»/olseley, stating that Ei Mahdi is short of provisions, and his* troops are discontented and suffering severely from sickness, and that five hundred of the rebels have tendered their submission to general Gordon. Lord Wolseley also states that after arriving at Khartoum and relieving the garrison there, the British expedition will return by way of Souakim. The French troops have been repulsed by the Chinese at Kclung with a loss ol twenty killed.

In the House of Lords to day, Lord Drfrby announced that the amendments proposed by the Imperial Government in the draft Bill to constitute a Federa Council for Australasia had been sub rnitted to the colonies, and an early reply was expected.

Mr Gladstone introduced n R<?distri bution of Seats Bili in the House oi Commons to-day. The provisnns of the measure are as follows : —Boroughs with a population under fifteen thousand will be merged in Counties ; those under fifty thousand will return single members, while larger boroughs will b< divided into single member wardships The number of members for the Metro polis will be increased by thirty-seven, Liverpool by six, Birmingham and Glasgow by four, and Manchester by three, while the city of London will be reduced by two. On the whole England gains six members, Scotland twelve. Ireland and Wales are unchanged. The Premier announced that after th< Bill was read a second time Parliament would be adjourned until February next.

The South Australian Land Mortgagand Agency Company will, in Jauuan next, return to the shareholders £5 per share on the paid-up capital. A call of £lO per share will he made in the Oriental Bank estate in January and another of £ls during the year. The liquidator estimates that tincreditors will receive 19s in the £.

It is announced that the Right Hon. Sir E. Thornton has been appointed to succeed Lord Dufferin as British Minister at Stamboul. Sir R. D. S. Morier will succeed Sir Edwird Thornton as Ambassador to the Russian Court.

Mr Leonard Courtney, M.P. for LisUiant, and Financial Secretary to tinTreasury, has resigned owing to tinfact that the Government Bill for the redistribution of seats does not provide for the representation of minorities. Mr James A. Fioude will sail for Australia on Saturday next.

The P. and 0. steamship Valctta arrived in King George's Sound this afternoon with the Brindisi mails, dated London, October 31st. Dec. 2.

Sir James and Lady Prendergast are passengers for New Zealand by the Valetta, which arrived yesterday.

Adelaide, Dec. 1. A suspected incendiary was arrested here to-day by the police. Sydney, Dec. 1.

Within the last forty eight hours eleven cases of smallpox have been reported, and in connection therewith fifty-seven persons have been quarantined.
