London, Nov. 26

A Parliamentary Blue Book has been issued to day relating to the recidiviste question, and the negotiations which have takfn place thereon between the Fivudi and htiglish juvt'inmetit-. the latest despatches is one hv Lord Lyons, British Minister at Paris, announcing that in the course of an interview which he hid on October loth >vitb M. Ferry, the latter declared that the French Government was desirous of acting in a neighborly spirit with regard to the Australasian Colonies, and proposed that negotiations should be instituted for an extradition treaty applicable to criminals escaping from New Caledonia. In replying to this proposal Lord Derby stated th-u he deemed i: inadequate to satisfy the demand of the colonies, and that no decision could be given until the colonial authorities had been consulted. He believed, however, that the colonies would prefer to pass enactments of their own to exclude criminals from their shores.

Mr Wm. Sproston Caino, the Liberal M.P. for Scarborough, has been reelected for that constituency, but by a reduced majority compared with that by which he was returned in 1880. Mr Thomas Sutherland has been elected to the vacant seat in the House of Coramous for the Greenock constituency. Nov. 27.

Iu the Chamber of Deputies to-day M. Ferry made a statement as to the present position of {affairs in the East. He announced that the recent negotiations which had taken place with the Chinese Government had proved fruitless. The demands of China with regard to the basis upon which a settlement might be effected were exorbitant, and the French Government could only reply to those demands by asking the Chamber to vote frssh credits for carrying out the present operations on the Chinese coast, until the present conflict could be terminated with honor and satisfaction.

Capetown, Nov. 25

The Government is now endeavoring to effect a peaceful settlement of the disorder in Bechuanaland, aud have offered the Boer raiders farms in the allotted territory in Stellaland. It is not yet known whether the offer will be accepted.

Cairo, Nov. 25.

Telegrams from Dongola state that the Mounted Infantry Corps has left th»t town, and are now proceeding south wards.

Native spies who were sent to ascertain the strength aud position of the Mahdi's army have arrived at Dongola with the intelligence that Khartoum is surrounded by the rebel troops, who number fully fifteen thousand men.

The New Zealand Shipping Company have received the following :—London, Nov. 25. The Doric, b.s., arrived all well at Rio on Saturday, and sailed on Monday. The meat is in prime condition.
