ARBITRATION V. WAR.
The Daily News says that representatives of the different European nations will assemble in Berne to consult on the beat means to be taken to lessen the chances of war. The meeting will be held by permission of the Federal Government in the Federal Palace, and on each of the six days a new president of the Conference will be elected, so that each of the Great Powers will be represented presidentially. There will be two sittings a day. The morning sittings will be devoted to considering the reports presented by the sub-Committee, which will be ejected on the first day. The afternoon sitting will be public, and devoted to the discussion of various propositions. The Conference has been convoked by the International Peace Society of England in conjunction with that of Belgium. The following are the'principal subjects that will occupy the attention of the Conference : (1.) International Arbitration ; (2.) Neutralisation of the Ocean Canals ; (3.) International Tribunals. This society, which, in an unobstrusive Lvvay has already done much work, is sanguine that the day is within measurable distance when their aims and objects will be attained. Their last great meeting was held in Brussels in 1882, when a Committee was formed to carry out the arrangements for the forthcoming Conference. The Powers will be represented by the various consuls or ministers at present in Switzerland.
