ENGLISH AND FOREIGN. London, Oct. 27,
A great demonstration has takan place at Hyde Park in connection with the Franchise Bill. There were about 100,000 people present, and the House of Lords was strongly denounced by various speakers. Resolutions were passed in favor of the abolition of the House of Lords.
Lord Derby will start for Dongola on Tuesday.
The Times to-day approves of the .action of, the French Senate in regard to the Recidivistes Bill, and expresses a hope that Government will see its way to exempt New Caledonia from the list of places to which criminals shall continue to be sent.
Papers regarding fhe Soudan, laid before Parliament, show that General Gordon considers it possible to leave Khartoum ungoverned ; that General Wolseley’s instructions are to bring away Geneial Gordon and Colonel Stewart from Khartoum, and he is forbidden to undertake any ulterior operations. It is further shown that England and Egypt have decided to refuse to govern the territory of the Soudan lying south of Wady Haifa.
The Merchant Shipping and Underwriters 5 Association report the arrival of the ship Port Adelaide from Lyttelton (left June 27). The Melbourne Tramway Company’s' Half-million Five per cent. Loan is announced. The minimum has been fixed at par. Tenders will be opened on November 6th.
The rarious Agents-General have held a meeting to discuss Pacific affairs. The Agents were disposed to refrain from pressing Lord Derby for a reply. At present it is considered that the passage of the E&ndiviste Bill through the French Senate appears inevitable.
Government hare decided to dispatch without delay strong reinforcements to Tcnquin and Formosa. Oct. 27.
The Senate has modified the Edcidivistes Bill so as to leave Government the choice of the settlements to which criminals shall be transported. Berlin, Oct. 26.

Arrived, this morning—Union steam" ship Te Anau from Auckland, News has been received here that the China Navigation Company’s steamship Chang Chow, bound from Newcastle to Hong Kong, has been wrecked on the coast of Queensland. All the passengers sad crew were saved.
