ENGLISH AND FOREIGN. London, Oct. 21
It is announced that the Hight Hon, G. Dodson has been raised to the Peerage, The Right Hon. G. 0. Trevelyan, Chief Secretary for Xrelandj succeeds Mr Dodson as Chancellor of the Duchy of Lancaster, and with a seat in the Cabinet. H. Campbell Bannerman, Secretary to the Admiralty, has been appointed to succeed Mr Trevelyan as Chief Secretary for Ireland. The homeward mails via Suez and Brindjsi, dated Melbourne, September 19th, were delivered here to-day, The Melbourne Gas Company’s loan of £197,000 has been floated. One hundred and eighty-eight tenders were sent in, covering £400,000. The average is £lO2 0s 4d. At the Newmarket Houghton Meeting the Cambridgeshire Stakes was run, with the following result : —Mr J. Hammond’s Florence, 1 ; Mr H. T. Barclay’s Bendigo, 2 ; Mr Mamley’s Pizzard, 3.
Major-General Scratchley will sail by the P. and O. steamer Ballarat on November 20th. He will probably be allowed carte blanche to arrange with the Colonial Ministers respecting New Guinea. He will m all probability also exercise part control in the affairs of the Western Pacific,

The Helicon, which sailed from Hull on March the 31st for Sydney, and is consequently 205 days out, has been posted at Lloyds as overdue. The Chinese are blocking, by submarine mines, the river Ta Kia, on which is situated the town of Ningpo. The lonic’s cargo of frozen mutton is being landed in good condition, and is realising fall current rates.
Major-General Scratchley’s salary has been fixed at ±3OOO per annum. The New South Wales Loan has been largely paid under discount. It is believed that the Syndicate who secured upwards of half the amount of the loan have succeeded in disposing of it to the the general public. Sir Saul Samuel and Major-General Scratchley, at the invitation of the Admiralty, had rm interview with Admiral Sir Astley Cooper Key respecting the defence of the coal ports in the Pacific. Colonel Downes, S.A., Commander of the Volunteer military forces at Adelaide, has accepted retired pay, with the rank of Major-General. The Council of the Royal Colonial Institute have adopted a resolution expressive of regret at the death of Sir Robert Torrens.
The Marquis of Salisbury was stoned while at on visit to Dumfries.

General Scratchley, the newly-ap-pointed Governor of New Guinea, will sail for Australia in five weeks’ time.
The following forecast of the Queen’s Speech, to be delivered at the opening ®f Parliament to-morrow for the autumn session, has been obtained :—Allusion will be made to the continued friendli ness of the relations with foreign Powers. Regret will be expressed at the failure of the Conference which recently sat to discuss the Egyptian question, and also at the necessity which has arisen for a Soudan campaign, Reference will be made to Lord Northbrook’s mission to Egypt, and a hope expressed that it may conduce to the welfare of that country. Expectation of a peaceful settlement of the difficulty wliich has arisen in South Africa will beexpressed ; theimportance of enforcing the Transvaal Convention is nevertheless fully recognised. The Speech will allude to the. Franchise Bill, trusting that the measure will be promptly stationed by both Houses of Parliament.

A Nihilist plot to murder the Czar has been discovered here, and numerous arrests have been made of persons believed to be implicated, Cairo, Oct. 22.
Lord Northbrook has taken a formal farewell of the Khedive, and returns to England forthwith.
New Yoke, Oct. 21
A most disastrous fire has occurred at Carthage Town, iu this State, on the Black river. Numerous houses, fac-
lories, and several churches have been totally destroyed, and a great loss to property has resulted.
Hong Kong, Oct. 21.
All the ports in the Island of Formosa are now blocked by the French fleet.
The Christchurch Agents of the and Albion Company, Limited, have received cable advice that the s.s. Florida left Rio on the 18th inst., with her cargo of frozen meat in good order.
AUSTRALIAN CABLE. Sydney, Oct. 22. Sailed, yesterday afternoon—Hauroto, for Wellington. H.M.S. Nelson, Commodore, Erskine, sailed yesterday for New Guinea. Additional loan estimates, amounting to over a million sterling, have bean introduced in the Assembly. The majority of new lines of railways proposed by Government have been agreed to by the Legislative Assembly.

In the House t of Assembly last night, a lengthy debate took place on Mr Mattingson’s motion reflecting upon the Minister of "Works in dismissing Thomas, the Locomotive Superintendent. A division, however, was avoided by the House adopting unanimously an amendment to the motion moved by a Government supporter.
