ENGLISH AND FOREIGN. London, Oct. 14. An official Yellow Book issued in Paris shows that Prance and Germany have agreed to propose to the projected Conference, that the Congo and Niger rivers hould be treated like the Df.nubc, The French Go\ eminent demanded that the Recidiviste Bill should he discussed at the next sitting of the Chamber of Deputies, but this was resisted, and motions were passed deciding to iwait M. Levielle's report as to the suitability of Cayenne for the deportation of criminals before proceeding with the measure, when an early discussion was agreed upon. It was contended that haste in the matter was displesing to England, although it might appear pleasing to Germany.

England is urging that the dealings oftheConferenceto.be held in Berlin should be limited to the unoccupied African territory t The offer of assistance recently made by Canada to the Cape Government has not been confirmed. The Meridian Conference have accepted the meridian of Greenwich as the standard, the representatives of France and Brazil alone objecting to it. Considerable surprise has been expressed by the financiers in the city at the withdrawal of the Melbourne Gas Company's loan from the market. The loan was being negotiated by the Bank of New South Wales, and it has transpired that the Bank of England has refused to continue to inscribe loans unless they are entrusted with the floating of them. Sir F. D. Bell is urging Lord Derby to sanction Sir George Grey's Pacific Annexation Bill.

The Albert medal has been conferred on Dr W. McGregor, C.M.G., ReceiverGeneral of Fiji, for the gallantry displayed by him in rescuing coolies from the wreck of the ship Syria, which went ashore on the Masalai Reef on May 11th. The new Oriental Bank have made their first call of £2 per share, which is payable on November 15th.
The Transvaal Government having withdrawn their protection from the Chief Mantsiou, the English Government have directed Sir Hercules Robinson, Governor at the Cape, to establish British authority over his territory. Hong Kong, Oct. 14.
Intelligence has been received here that on the Gth inst. a considerable Freuch force landed at Tamsui, Formosa, A severe engagement with the Chinese easued, in which the French suffered heavy loss, and were compelled to withdraw and retire to the ships in the port. Oct. 15.
The French claim that they obtained a great victory over the Chinese near Langson, Tonquin, on the 10th inst. Their accounts state that the Chinese General and three thousand of his officers and men were killed, the French loss being set down at twenty killed and ninety wounded.

Cairo, Oct. 15
The Egyptian Government have decided to cancel the proclamation by which the suspension of the Caisso de la Dette Publique was announced on Sept. 17th, and have ordered that the revenue assigned to the Caisse shall continue to be paid as in the past. The International Commission will therefore continue its control over the affairs, as provided by the law of liquidation.
