ENGLISH AND FOREIGN. London, Sept. 3. Mr Gladstone delivered a third and final speech on the events of the past session at Edinburgh last night. On this occasion the Premier’s remarks were confined to the exposition of the Government policy in relation to reform of the franchise. Mr Gladstone’s reception at Edinburgh throughout bis visit has been of the heartiest character. • Armed Ships Loch Ken, from Wellington (May llthj ; Peebleshire, from Oamaru (May 13(h) ; Sterlingshire, from Lyttelton (May 17th). The New South Wales Loan will be placed on the market at about the end of the month. The wheat harvest throughout Europe is said to be bountiful. The death of Livisay, the founder of teetotalism, is announced. Arrived—Steamship Bombay from Lyttelton, left July 11th. It is freely rumored that Lord Carlingford, owing to ill health, is about to resign his position in the Ministry as Lord President of the Council and Lord Privy Seal, and that he will be replaced by Earl Rosebery. Sept. 4. A telegram which has been received from Mr Calduell, announcing that he has proved the lowest mammals found in Australia to be viviparous, is pronounced to be the most important discovery that has been submitted to the scientific world, and has been received at the British Association meeting at Montreal with enthusiasm. Professor Mosley thinks that this discovery indicated the descent of man from reptiles. The spread of cholera in Naples is inincreasing rapidly, and 70 deaths from the disease were reported yesterday. The inhabitants of Italy are quite panicstricken. St. Petersburg, Sept. 3. The Czar left this city at midnight for Warsaw. Strict secrecy was observed as to his Majesty’s intention to depart. Later. It is currently stated here that the journey of the Czar to Warsaw is undertaken in connection with the proposed meeting of the Russian, Austrian, and German Emperors, and it is expected that their Majesties will meet in the neighborhood of W arsaw. News has been received here that a railway train, by which it was expected that the King of Servia was travelling toward# this city, was thrown from the rails during the journey. The accident is believed to be the result of a plot against His Majesty’s life. Madrid, Sept. 3,

Cholera has made its appearance at Alicante, a town on the Mediterranean Coast of Spain. Several deaths have already occurred from the disease. Naples, Sept, 2.

An alarming outbreak of cholera has occurred in this city, and the mortality has already been consideiable. Every precaution has been taken to prevent the spread of the epidemic. ;
