London, August 5
In the House of Commons this afternoon Mr Gladstone'made his promise J statement as to the" intentions of the Government with regard to Egypt, and announced that Earl Northbrook, the First Lord of the Admiralty, will proceed to that country this month with the title of Commissioner to report upon the affairs and to advise Government as to the best course to pursue. His Lordship «ill.be accompanied by Sir Evelyn Baring, formerly British Consul-General in Egypt. ' Lord Dufferin will succeed the Marquis' of Ripon as Viceroy and Governor-, General of India. Aogust 6. In the House of Commons last nigbf, on the motion of the Premier, the sum of £300,000 was voted to defray the expenses of tha English expedition to the Soudan, if such ba necessary, and with the understanding that the money would not be employed unless required for that purpose.
Prince George of Wales was invested yesteiday with the Order of the Garter. The Congress Committee advise that one-fifth ef the recidivistes be sent to New Caledonia, and that for the first year the number be limited to 1000. The Times states that the colonists will not be eatl-fied with these suggestions. The Federation Conference will reassemble in autumn. The leaders of the Tory party are not opposed to the principle of the Federal Enabling Bill, but they demand time for a full discussion of the question.
The Congress have referred • the Revision Bill to a Committee.
E! Mahdi has ordered a body of 50,000 strong to reinforce Osinan Digna.
The Marquis of Salisbury declines tc hurry so momentous a measure as the Federation Enabling Bill without first duly considering its effect.
Mr Parnell privately advocates that the Irish members should combine with the Government in forcing the measure through the House immediately. The Hon. Sir Charles Tapper, High Commissioner of Canada, is negotiating for a commercial reciprocity treaty between Canada and Cuba. August 7. Lord Northbrook, who is about to visit Egypt as High Commissioner to report upon the state of affairs in that country, will leave England for Cairo on the 30th iost. The Merchant Shipping and' Underwriters Association report the arrival of of the steamship "Victory, from Wellington (left June 9th), on Aogust 9th. A letter received fit Cairo from General Gordon, dated Khartoum, June 24th, asks for information concerning the expedition which is to ba sent to his relief. He further states that Khartoum is being attacked by 16,000 rebels. Paris, August 5.
The cholera epidemic has diminished considerably in this country during the last few days. The disease, however, is spreading in several parts of Italy. Vienna, August 5. The German Emreror William and the Emperor Francis Joseph of Austria met to-day at Ischal. The interview was of a most cordial nature, Honq Kong, August 5. It is repotted that Admiral Courbet has seized the harbor of Kelung, on the Island (f Formosa, and also has taken possession of coal mines:in the vicinity. Capetown, August 6. Telegrams from the Transvaal state that severe fighting has taken place between the natives Montsiwa and a large force of Boers. The battle was iought with great determination on both sides, and a large number, among them several Englishmen, were killed. The conflict resulted in the defeat of the Boers, who lost heavily during the day. The New Zealaud Shipping Company has received the following cable message, dated Londop, August 6th : " The steamship Kaikoura will be ready for launching on 6th September."
