London, August 5

In the House of Commons this afternoon Mr Gladstone'made his promise J statement as to the" intentions of the Government with regard to Egypt, and announced that Earl Northbrook, the First Lord of the Admiralty, will proceed to that country this month with the title of Commissioner to report upon the affairs and to advise Government as to the best course to pursue. His Lordship «ill.be accompanied by Sir Evelyn Baring, formerly British Consul-General in Egypt. ' Lord Dufferin will succeed the Marquis' of Ripon as Viceroy and Governor-, General of India. Aogust 6. In the House of Commons last nigbf, on the motion of the Premier, the sum of £300,000 was voted to defray the expenses of tha English expedition to the Soudan, if such ba necessary, and with the understanding that the money would not be employed unless required for that purpose.

The Congress Committee advise that one-fifth ef the recidivistes be sent to New Caledonia, and that for the first year the number be limited to 1000. He further states that Khartoum is being attacked by 16,000 rebels. Paris, August 5.

The cholera epidemic has diminished considerably in this country during the last few days. The disease, however, is spreading in several parts of Italy. Vienna, August 5. It is repotted that Admiral Courbet has seized the harbor of Kelung, on the Island (f Formosa, and also has taken possession of coal mines:in the vicinity. Capetown, August 6. Telegrams from the Transvaal state that severe fighting has taken place between the natives Montsiwa and a large force of Boers. The battle was iought with great determination on both sides, and a large number, among them several Englishmen, were killed. The conflict resulted in the defeat of the Boers, who lost heavily during the day. The New Zealaud Shipping Company has received the following cable message, dated Londop, August 6th : " The steamship Kaikoura will be ready for launching on 6th September."
