ENGLISH AND FOREIGN. London, July 81. The Liberal and Conservative organisations are now prosecuting an activtcampaign in'London and the provinces in connection with the Franchise Bill. It has transpired that the cause of the further adjournment of the European 'fConhkence is that M. Washington, the French delegate, is not yet prepared to agree to any final report on behalf of his Government. 'i lie subscribers to the now Oriental Bank are steadily increasing. The London Banks are willing to advance cash on the deposit certificates of the old Bank, so as to enable depositors to invest in the new one. There is no doubt but tbe creditors will be paid in full, and it is be ieved the final call of £5 per share will not be required. At a meeting of the New Zealand consignors favorable to combined action 1 eing taken in regard to the frozen meat trade, it was proposed that a de| or. specially for New Zealand meat should be constructed under the Cannon-street railway station. A shipment of New Zealand hops is gelling at £7 to £1 10s per cwt. Tbe report of the French Senate leaves the names of the colonies to which recidivistes are to be relegated, blank. The concession is due to the protests of Australia. August 1. Telegrams from Souakim stale that the town was attacked yesterday by a strong force of rebels, who had been gathering in the neighborhood for some days past. The attack was repulsed by the British troops stationed at Souakim, and the enemy suffered heavily. The weather is now extremely hot, and the troops are suffering severely from its effect, & considerable number being in tbe Hospital from sunstroke. Sir Michael Hieks-Beach has been elected Chairman of the National Tory Union, Randolph .Churchill having retired from that position. It is believed in Foo Chow that war with France is imminent. The English commander at that port is landing sailors to protect Europeans, and Chinese merchants have sold their fleets to Americans. The trial of the dynamiters, Daley and Egan, on a charge of treason-felony, concluded to-day at Birmingham. The former was sentenced to penal servitude for life, and Egan to 20. years. August 2. The International Conference on Egyptian affairs was adjourned ind* finitely. In the House of Commons this afternoon Mr Gladstone made a lengthy and important statement regarding the chief object under discussion, the adjustment of Egyptian finances. This failure, the Premiersaid, was owing to the difference which existed between England and Fiance, (he latter refusing to agreoto the proposed diminution of dividend payable as interest on Egyptian loans, as The Financial Committee; has suggested, Laly and Turkey support the 'English proposals, and the’Austrian, German and Russian representatives declined to vote. The failure of the Conference to agree as to the basis upon which the reorganisation of Egyptian ■ finances should take place was a matter requiring serious consideration,and heavy responsibil'ty rests upon'England. The A.ughFmich agreement which previously existed, haviug been in’ abeyance since the abolition of the dual control, was no longer binding. Tbe English Press generally condemn the action of the mob who caused the extraordinary scene f during the cricket match of the Australians v. the Player--. Writing on the subject of, the Dutch claims over New Guinea, the Standard states that after enquiry it is found, that they have lapsed. The same paper assumes that now the colonies will take steps to annex the whole of the island. The spectator urges that • the. several Agen.ts-General of Australasia should be formed into a Colonial Council of advice. A detachment of marines from the British im n-of-wur has been landed to afford protection to English residents in case of necessity.

Melbourne, August 2. A case of smallpox has occurred in the heart of this city. A report lias reached here that smallpox has made its appearance at Border Town, ‘ on the boundary" line between Victoria and South Australia, where two police troopers liave been attacked with the disease, which is believed to’be frue variola. Further cases of smallpox are also reported in the suburbs of this city. a. •' ' •
