No building shall be licensed for any public perform = mce or other purpose until it has been inspected by the Worki Committee, or any officer appointed by the Board, and approved, and all licensed buildings may be inspected by the Workf Committee or any officer appointed hy the Board, from time tc time, and such alterations must be made as the Board may direct. The Works Committee or any officer appointed hy the Board, shall have access to all licensed buildings for the purpose ol nspecting the same. _ 18. No person shall be .allowed to bathe within view of my public place or thoroughfare unless properly attired, excepting at such places and under such regulations as the Town Board may from time to time appoint ami adopt, 22. No person shall assemble in any street or public place to the annoyance or obstruction of the public, or use obscene ano-uage or otherwise be guilty of conduct calculated to g.ve offence. „ , 23. It shall be lawful for any police constable or any servant of the Council to take possession of any unregistered dog found wandering at large in any street or private street within the said Town District, and to confine the same in a place appointed in that behalf by the Board ; and if the owner of such low shall not claim such dog within 48 hours after taking such possession, to destroy or sell the same. 24. Any person offending against any of the provisions of these By-Laws, or committing any breach thereof, shall be liable to a penalty not exceeding five (5) pounds for every such offence, nd in every case after conviction has been obtained a further sum not exceeding forty (40) shillings fur every day during which such offence shall continue unabated.
